There is a certain magic date in November 2007 - if your account was created before that certain date (which will not be posted in public), it will usually be allowed to obtain merchant account only status with EBAY (NO PayPal requirement), without the need to FAX in ANY verifying documents whatsoever.

If the account was created prior to 11/2007 but not activated as a seller account until now, will it be "grandfathered in" to still allow other payment methods besides paypal ??

Well yes - that is the whole point. But ONLY if the pre 11/2007 account was created PROPERLY.

By Properly created - I am assuming you are referring to the account creation methods you teach in your "tech support" and outlined in your "short list" ??

Somewhat. Keep in mind that we are talking about accounts created PRIOR to 11/2007. Some of these accounts were created prior to the existence of the Short List.

For example, I've seen some accounts created prior to 11/2007, such as the tens of thousands created from Chinese IP addresses, that are garbage - worthless. There was a whole slew of accounts created between 2008 and now in India that are also worthless.

Good pre 11/2007 accounts are VERY valuable and I would examine each one on a case by case basis to determine whether it was properly created. There are many factors.

Pre 11/2007 accounts are not for everyone - very expensive. For more reasonable but still expert created Ebay and PayPal accounts:
