There are two ways to solve matters when it comes to EBAY and PayPal, and come to think of it...most everything.
One is to come up with some theory and then try to back it up, no matter which way the evidence comes in.
Another is to follow the facts where they might lead, and base what you claim on facts alone and not just theory.
I choose the latter.
