DO NOT run more than $800-$900 of volume per month. Do NOT attempt to withdraw more than $500 to your bank account at one attempt. There are many other tips in which you can find on this forum on how to prevent a limitation. If you follow all these steps, you will likely avoid limitation of your paypal account.

Somewhat true, but: More important than how much you withdraw from your PayPal is CONSISTENCY. If you withdraw every penny of your PayPal funds as soon as they arrive, and these amounts are over $1000., then go ahead and withdraw them all, consistently. Once PayPal becomes accustomed to the way YOU handle your account, as long as you remain consistent you will not have issues with them over these withdrawals.
HOWEVER, with the new reporting requirements:

Taxes - PayPal, other credit card processors reporting income (gross receipts) to IRS - Free EBAY, PayPal, Business and Law Forums - Ebay Suspension, PayPal Limited
unless this PayPal has or is able to provide a social security number or EIN, or you engage Modee for tech support to bypass the social security number requirement, you should keep the funds coming into your PayPal at under about $1700. (or under about 17 transactions) per month anyway, and if you're bringing in only about $1700. per month you won't need to withdraw over $1000. at a time anyway.
Also, with Stealth accounts YES it is true that at least for a long time until the account is well seasoned it is best to keep withdrawals under $1000.
