How much is a safe amount to withdraw from a new PayPal without getting limited?

Hi, i am new here, it is so weird because my US paypal account get limited even the money is $1200, 1300, 1400, 1500, 1600, 1700, 1800, 1900, and 2000+ how much actually is the Paypal limit for new user to receive payment? Because some of my paypal is no problem even i receive fund of $1800.. It really put me losing big money in selling online.

IF any one here can help to withdraw the fund from my limited paypal account?
