Limitions on Paypal account without selling

I got my paypal account put on limitions without selling anything. They want me to send in all the supplier info ect which I dont have because I have not sold anything. I had some classifieds up which had a referal links in them. I was getting paid for sending people to this site and when they bought something I got a %. None of the buyers ever paid me but my pp account got limited. So now what do I do?

You definitely need tech support to analyze this issue, AND to figure out how to do what you wish to do without PayPal.
