PP asking for SSN over the phone, but account was a Stealth one and SSN is lost somewhere

PP said that without last 4 digits of the SSN, they won't provide access to the account to be able to withdraw the funds.

What are the options in this case?

Hello. That's interesting. Well, one option the best one is...hire me to try to deal with it.

As far as the SSN, if it is stealth, there is no way PayPal would have accepted that SSN it must correspond to a real person, such that the account isn't really stealth. This might be a bit too sensitive to discuss in public.
