If my account is limited and i have my moms credit card on it.. does it charge anything extra every month on the credit card and after 180 days what happends to it?

If all you use the card for is verification, NO - they will make no sustained charge on the card at all other than maybe an initial $1.95 verification to get the EXPUSE number:
EXPUSE (Expanded Use) Number - such as for PayPal - Free EBAY, PayPal, Business and Law Forums - Ebay Suspension, PayPal Limited
BUT if you have no other source of funds, and you end up owing PayPal money for whatever reason (or attach your PayPal to your EBAY and authorize payment of EBAY fees with the card), then yes - PayPal will charge the credit card to cover any monies owed.
