Ebay suspended - may not be appealed - permanent suspension. How to reinstate

Hello! My ebay account is "permanently suspended" despite me literally having done nothing wrong, purely by association with my brother's account (who lives in another state nonetheless). Any chance at all you could help me with this modee? Would be forever grateful!
