Ebay Shipping tracking numbers not transferring automatically to PayPal

When you use Ebay Shipping to print out your Ebay shipping labels, you assume that the tracking numbers will be inputted not just on the EBay side, but also to the PayPal associated with your Ebay. Not so!

Starting some months ago occasionally the tracking number would log on the Ebay side, but not carry over to the PayPal. You would have to go into you PayPal account and enter manually the tracking numbers that did not transfer.

This problem is getting worse, and it's to the point where no tracking numbers are transferring over to the PayPal side, at all.

A client has pointed out that this old problem, has been recurring recently, although in his case it may have to do with an incompatibility between the format of the tracking numbers since his PayPal is registered in a different country from the one whose postal system he is using for shipments (his shipments are being sent from a different country, drop shipped).
