My understanding of XOOM is that it has become quite restrictive. For example that they require, if you use it to withdraw funds from your PayPal, that the name on the PP account and the bank account match.
People who have tried to use xoom to drain their PP accounts have had their PayPals quickly limited. Keep in mind that XOOM will not allow you to send money from U.S. to U.S., so if you are trying to send money from a U.S. PayPal, it will have to land in a non-U.S. bank account.
Also, I understand xoom requires a social security number now just to send the money. Directly, XOOM is allowed on EBAY only for certain categories, such as EBAY motors.
Xoom tends to block a lot of transactions, like the old bidpay. VERY high transaction fees too.
