Linking ebay accounts by IP address - time limit on how long you'll still be linked?

If say 1 or 2 months have passed will your new account still be linked to a suspended one by your IP address? Or does time make no difference?

My data show that Ebay (and PayPal) log all IPs and never forget. Data storage is inexpensive so they have no incentive to discard data.

Also, one or two months is nothing!
