One of my tech support clients got one of those:
Action Required -- Credit/Debit Card Payment Declined
emails from EBAY, telling him that on his EBAY account his credit card had declined.
But...guess what...this EBAYer had OVERpaid his fees, so that a negative balance is due.
He looked at his credit card statement, and it showed a decline for the full amount due, when not only was that amount not due, he had a credit balance on his EBAY fees account and owed nothing.
Just another example of where EBAY's left hand has no idea what the right is doing....
