Simon works fine for all purposes, including for EXPUSE. Just give it some time.

The EXPUSE number is a four digit code that comes up on your credit card bill after merchants such as PayPal place a small charge on it. You provide PayPal with the four digit number, which proves to them that you have dominion and control over the credit card account.

Again, note that Simon VISA gift cards are now available online only - which means that you must have a physical address to which to ship the card. For most of us, this won't work because the address we have registered to our Ebays and PayPals is not one at which we may receive mail.

However, you may still purchase Simon American Express (AMEX) gift cards at the Simon booths at malls. Before you may use a Simon AMEX card with Ebay or PayPal, you must register a name and address with it, by phoning 800 331 5479. In other words - you must register the account for online use by attaching a name and billing address to the card. This is a bit of a hassle, since the registration for the Simon AMEX cards may not be done online, but once you place the call you will be able to use the card with PayPal, including to obtain the EXPUSE number, and with Ebay too, at least for payment of fees.
