Now that Simon is out of the virtual gift card business (although, you may still order a plastic card for delivery to you online, or buy a plastic Simon card at a mall), giftcards.com is one option for a virtual credit card

I have bought from them before. Their verifications are a little more stringent than Simon's used to be for virtual cards, and fees a bit higher ($4.95) but they are a viable option.

Will we be able to attach a billing address to the virtual gift card we purchase? What verifications are needed when purchasing a virtual gift card from giftcards.com??

Giftcards.com is just a little more stringent in that they want you to pay with a real credit or debit card and do fraud checks such as verifying your card billing address, the card CVV (security code) and so on. Also, for inexplicable reasons giftcards.com often refuses to accept some credit or especially some debit cards.

As far as adding the billing address, that's all detailed in the Short List - for U.S. and international Ebayers/PayPalers. There are different methods to attach billing address for different types of cards. Also, the needs are different outside of the United States.
